disposal at the stage of admission itself. Heard the learned counsel on

either side and perused the materials placed before this Court.

Without expressing any opinion on the merits of the matter, the third respondent is directed to conduct an enquiry on the representation submitted by the petitioner and after serving notice and after giving an opportunity of hearing to all the parties dispose of the same, within a period of twelve weeks from the date of receipt of a copy of this order.
