This Writ Petition is filed for Mandamus to direct the first respondent to consider the petitioner's representation dated 07.11.2025 and consequently, permit him to conduct hunger strike before the Office of the CEO, Nagercoil.

The learned Additional Public Prosecutor, on instructions, would submit that though it is the right of the petitioner to protest, permission cannot be granted in the place chosen by the petitioner; and that the petitioner would be permitted to protest near Arignar Anna Stadium at Nagercoil.

As rightly submitted by the learned Additional Public Prosecutor, the petitioner cannot have a choice of place to conduct the protest though he has a right to protest. Accordingly, this Court directs the second respondent to permit the petitioner to conduct a protest in front of Arignar Anna Stadium at Nagercoil.
