O R D E R

Pursuant to the order passed by this Court on 22.09.2025, a scrutiny

report has been filed by the Inspector of Police, CBI, ACB, Chennai, which

reads as follows:

“Complainant informed that he married SreeRanjani on 12.12.2013. He was working in Singapore for the period from October, 2008 to September, 2023.

While working in Singapore, he decided to buy a house at Hosur in his name through LIC Housing Finance. He instructed his wife to complete the loan formalities. He executed a Power of Attorney in Singapore and adjudicated it at the Kelamangalam Sub Registrar Office.

He alleged that later he was shocked to learn that the property was registered in his wife's name under Doc. No.1270/2018 dated 14.02.2018, despite their decision to register it in his name.

In 2024, he took possession of the property and have been collecting rent from tenants.

He further alleged that his wife also committed fraud by taking a Retirement Insurance Policy (No. 1H573965802) with SBI Life Insurance.She forged his signature and used his personal details while he was in Singapore. She falsely declared that he was employed at

Scapa Tapes India Pvt. Ltd. She colluded with her brother-in-law, who was Assistant Manager at Scapa Tapes, a Director of the same company (her relative), and the then SBI Life Unit Manager (Employee Code 48218), Dharmapuri. As an SBI Life agent (ID: 14991284590), she misused her position, forged his signature, and enrolled herself as nominee. Around Rs.1,25,000/- was paid towards this fraudulent policy.

Further he state that, when he discovered the fraud, he issued a legal notice on 17.02.2025. Following his complaint, SBI, Life cancelled my wife's agent licence, removed the Unit Manager, and Scapa Tapes terminated the Assistant Manager. However, the Director continues in service. These acts clearly show forgery, cheating, impersonation, and fraud.

Hence he requested us to enquire against all persons involved, including his wife, for defrauding him and misusing the name of a Government undertaking.

During telephonic conversation, the complainant confirmed that Complaint against officials of LIC and SBI Life Insurance does not involve any specific allegations of bribery or corruption and allegations relate to service matters, which can be better looked into by the departmental authorities.

Hence Complaints not otherwise falling within the purview of

CBI. In view of the above it is recommended that the complaint may be forwarded to departmental authorities.”

It is seen that it is primarily dispute between the husband and his

¶57

estranged wife. The primary concern of the petitioner is that he instructed his

¶58

wife to purchase the property in his name. On the contrary, the property was purchased in the name of his wife in Document No.1270/18 dated 14.02.2018. But knowing about the same, the petitioner had kept quiet, he took possession and he had been collecting rent for the property and there is some misunderstanding between the husband and wife. Thereafter this transaction magnified and projected as though the case of forgery and cheating committed. It is seen that the petitioner's estranged wife's family running a business in the name M/s.Scapa Tapes India Pvt. Ltd. There seems to be some mis-declaration to the LIC and SBI Life Insurance. During the enquiry, it was found that there is no specific allegation of bribe or corruption

and the complaint utmost relates to service matter. Recording the same, the CBI closed the complaint on 16.09.2025.
