petition, the 2 nd respondent is directed to conduct enquiry on the complaint lodged by the petitioners, after issuing notice to the petitioners and respondents 5 to 8 herein and pass orders on the same, after giving an opportunity of personal hearing to both sides, on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.
