Sathish Kumar, J.), WP.No.46843 of 2025, decided 05.12.2025: Filed under Article 226 of the Constitution of India, the petitioner, whose mother died of a snake bite on 09.04.2015, sought a Writ of Mandamus directing the Principal Secretary/Commissioner of Land Reforms, the District Collector, Tiruvallur, and the Tahsildar, Tiruvallur, to consider his representations dated 18.02.2020 and 25.09.2025 and fix a time limit for payment of snake bite compensation under the Chief Minister's Farmer Security Scheme. Although the Revenue Inspector (29.10.2015), Village Administrative Officer (02.11.2015), Tahsildar (02.12.2016), Revenue Divisional Officer (17.07.2017) had recommended the claim and the District Collector had written to the first respondent on 02.01.2018 directing issuance of benefits, compensation remained unpaid. In view of the limited relief sought, the Court disposed of the petition directing the respondents to consider the representations and pass orders on merits and in accordance with law within one month from receipt of a copy of the order. The petitioner seeks a direction to the respondents to consider the petitioner's representations dated 18.02.2020 and 25.09.2025 and fix a time limit to issue snake bite compensation to the petitioner.

It is the case of the petitioner that his mother was bitten by a

snake in the wee hours of 09.04.2015, she was taken to Government Hospital, Tiruvallur, as she was in a critical condition, the chief doctor advised the petitioner to take his mother to Rajiv Gandhi Government Hospital, Chennai, accordingly she was taken to Rajiv Gandhi Governmnt Hospital, but she passed away on the same day. Hence, the petitioner applied for compensation under the Chief Minister's Farmer Security Scheme along with relevant documents.

The learned counsel for the petitioner submitted that after conducting enquiry, Revenue Inspector and Village Administrative Officer submitted their reports on 29.10.2015 and 02.11.2015 respectively and Tahsildar, Tirvuallur also sent recommendations to the Revenue Divisional Officer, Tiruvallur on 02.12.2016 and Revenue Divisional Officer subsequently sent recommendation to the District Collector, Tiruvallur on 17.07.2017 and the District Collector, Tiruvallur sent a letter dated 02.01.2018 to the first respondent directing the first

respondent to issue benefits to the petitioner, but till date compensation has not been paid. Though petitioner sent several letters and made visits to second and third respondents office, the respondents have not paid the compensation amount, hence the present writ petition.
