Prayer : Writ Petition is filed under Article 226 of the Constitution of India, praying to issue a Writ of Certiorarified Mandamus to call for the records relating to the impugned notification for promotion to the post of Under Secretaries to Government (Non IAS) for the year 2017- 2018 issued by the respondent in Letter No.32258/Q2/2016-9 dated 07.06.2017 in ref. G.O.(D).No.89, Personnel and Administrative Reforms (Q) Department dated 05.05.2017 and quash the same and consequently direct the respondent to include the petitioner name in the panel for promotion to the post of Under Secretary and to promote the petitioner as Under Secretary to Government of Tamil Nadu.

Mr.A.P.Surya Prakasam, the learned counsel appearing for the petitioner submits that the petitioner has already retired from service and seeks permission of this Court to withdraw the case. He also made an endorsement to that effect.
