consequently direct the respondent herein to treat the period of suspension from 14.08.2008 to 27.04.2020 as duty for all purposes with pay and allowance and direct the respondent herein to allow the petitioner to retire from service with effect from 30.04.2009 with all retirement benefits including interest.
