The Civil Revision Petition is not maintainable: once the Execution Court directs the decree holder to file a fresh proclamation, the proclamation must first be filed and drawn up after notice to the decree holder and judgment debtor stating the date, time and place of sale; even before filing of such proclamation, the Execution Petition cannot be stalled as a matter of right. The decree holder shall file the proclamation first, whereafter the Execution Court shall hear both sides and draw the proclamation.
