Cont.P.No.3036 of 2025 2.Pursuant to the order passed by this Court on 29.10.2025, on the

request of the respondent police, the Bureau of Immigration (Ministry of Home Affairs), Government of India had opened the Look Out Circular No.2025444320 on 11.11.2025 in respect of Tekepat Satish Chandra. The apprehension of the petitioner addressed. Further, a status report has been filed by the respondent with regard to the steps taken in this case, wherein it is submitted that in compliance with the orders passed by this Court in Crl.O.P.No.22637 of 2015 and Crl.O.P.No.6114 of 2017 and in Crl.M.P.No.1 of 2015 and Crl.M.P.No.522 of 2016 in Crl.O.P.No.22637 of 2015, the respondent police approached the petitioner on several occasions to produce her son before the team of doctors for conducting the Mental Evaluation Test. However, the petitioner did not cooperate with the said process and failed to bring her son for medical examination. Nevertheless, due to the sincere and continuous efforts taken by the respondent police, the petitioner's son was produced before the Government Rajiv Gandhi Government General Hospital for general medical examination, Kilpauk Medical College Hospital for psychiatric assessment, and K.K. Nagar Government Institute of Rehabilitation Medicine and Hospital for an autism evaluation test, and the respective reports were duly obtained. In the mean time the petitioner filed a contempt petition before this Court in Cont.P.No.3036 of 2025 for nonPage 2 of 6

and 6114 of 2017 dated 03.02.2023 directing the formation of Medical Board and the respondent police to conduct further investigation and team of Doctors to evaluate and advise proper medical treatment to the petitioner's son Udhayakrishna Menon, an Epilepsy patient. When the matter came up for hearing on 25.09.2025, this Court was pleased to pass the following order:

“3. The learned Additional Public Prosecutor submitted that though in the pre-contempt notice it was shown that the petitioner has been complying with the conditions of this Court of appearing before the Medical Board and address before the Madras Medical College and Kilpauk Medical College, it is not so. The petitioner is not co-operative. In fact, for the evaluation of Udhayakrishna Menon, Medical Board was constituted on 19.09.2025. Neither the petitioner nor the Udhayakrishna Menon appeared. Hence, evaluation could not be completed by the Medical Board. Once the Medical Board evaluates, gives a report on comprehensive study of the previous medical treatment, further medical treatment can be completed as per the directions of this Court. He further submitted that on every Friday, the Medical Board is constituted and tomorrow, i.e., on 26.09.2025, the Board is likely to constitute.

4.In view of the above, the petitioner is directed to appear before the Medical Board and ensure that Udhayakrishna Menon is produced before the Medical Board.

Cont.P.No.3036 of 2025 5. The Inspector of Police, Neelankarai Police Station is directed to present before the Medical Board, to collect reports without delay.”

3.It is further submitted that in compliance with the orders of this Court, on 10.10.2025, the respondent police produced the petitioner's son, Udhayakrishna Menon, along with the petitioner before the Medical Board, Rajiv Gandhi Government General Hospital, Chennai, for obtaining the final opinion regarding the Mental Evaluation Test of the petitioner's son. The said opinion was obtained on the same day, i.e., on 10.10.2025. Thereafter, the respondent police submitted the final opinion before this Court and also furnished copies of the said opinion to the petitioner.

4.On perusal of the material, it is seen that the petitioner's grievance has been substantially complied. The victim was produced before the Medical Board and restrictions issued for the petitioner's apprehension that Tekepat Satish Chandra might flee the country considered and now LOC No.2025444320 opened.

5.From the above, it is seen that this Court order has been complied with. Hence, no further order is required in this petition. If the petitioner has

got any particulars or grievance, which would aid the investigation, the Page 4 of 6

Cont.P.No.3036 of 2025 petitioner is free to approach the respondent to submit the documents and thereafter the respondent to consider the same.

6.With the above observations, the Contempt Petition is closed.
