2.It is beyond dispute that the Revenue Divisional Officer, Kodaikanal

has passed the impugned order dated 20.09.2019 adverse to the petitioner but without putting the petitioner on notice. On this ground of violation of principles of natural justice, the impugned proceedings stand set aside. The matter is remitted to the file of the fourth respondent to pass order afresh on
