PRAYER: Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to take effective steps to ensure conduct of Grama Sabha meetings all over the State of Tamil Nadu by strictly complying with Rules laid down namely, The Tamil Nadu Grama Sabha (Quorum and Procedure for Convening and Conducting of Meetings) Rules, 1998 and in accordance with the proceedings of the second respondent in Letter No. 4181/PR.2/2019-2 dated 31.05.2019 and confirm the implementation of Article 243A of the Constitution of India in all the Grama Sabhas and ensure proper conduct of Grama Sabha meetings in future by considering the suggestions made by the petitioner in his representations dated 06.09.2023 and 19.07.2024.

The prayer in the Writ Petition reads as follows:-

State of Tamil Nadu by strictly complying with Rules laid down namely, The Tamil Nadu Grama Sabha (Quorum and Procedure for Convening and Conducting of Meetings) Rules, 1998 and in accordance with the proceedings of the second respondent in Letter No. 4181/PR.2/2019-2 dated 31.05.2019 and confirm the implementation of Article 243A of the Constitution of India in all the Grama Sabhas and ensure proper conduct of Grama Sabha meetings in future by considering the suggestions made by the petitioner in his representations dated 06.09.2023 and 19.07.2024.''
2 . It has become a habit for the petitioner to move this Court complaining that Grama Sabha meetings are not conducted properly. There are at least two previous orders of this Court made in W.P.(MD)No.23504 of 2018 and W.P. (MD)Nos.15837 of 2020, 6066 of 2019 and 23868 of 2022, wherein directions have been issued on the proper conduct of the Grama Sabha Meetings.
3 .It is the grievance of the petitioner that, despite orders being passed, they have not been properly complied with.
4 . Leaving it open to the petitioner to file an appropriate Contempt Petition, if he feels that the orders have not been complied with properly, this Writ Petition is dismissed. No costs.
