Heard both sides.

That the petitioner claims to belong to Hindu-Kattunayakan community(ST). However, the petitioner's request for issuance of community certificate for his sons was rejected by the 4^th respondent on 25.05.2022. Challenging the same, the petitioner filed appeal before the 2^nd respondent. The grievance of the petitioner is that till date, the appeal has not been disposed of.

We direct the 2^nd respondent to dispose of the petitioner's appeal on merits and in accordance with law. The 2^nd respondent shall afford an opportunity of personal hearing to the petitioner. The final order on merits shall be passed within a period of three months from

the date of receipt of a copy of this order. We make it clear we have not gone into the merits of the matter.
