petitioner was promoted as a Junior Inspector on 01.10.1984. Though the petitioner was much senior to the respondents 2 and 3, he was wrongly placed at S.No.1010 much below to the respondents 2 and 3 in the seniority list to the post of Junior Inspector. For which, the petitioner gave a representation to the first respondent on 26.02.2014 and the same was not considered by the first respondent. But the first respondent by its proceedings dated 28.02.2014, had temporarily promoted some of the Junior Inspectors of Sericulture to the post of Assistant Inspector of Sericulture. By the said proceedings, the respondents 2 and 3, who were juniors to the petitioner, were also temporarily promoted to the post of Assistant Inspector of Sericulture. Pursuant to the representation of the petitioner dated 26.02.2014, the first respondent by its proceedings dated 02.06.2014, had revised the seniority in the post of Junior Inspector and placed the petitioner at S.No.785A. Thereafter, the first respondent by its proceedings dated 26.08.2014 has drawn a panel of names of Junior Inspector of Sericulture qualified for promotion to the post of Assistant Inspector in the year 2014-15 and the petitioner was promoted as Assistant Inspector of Sericulture and the name of the petitioner was found place at S.No.51 in the said promotion panel.
