This petition has been filed to implead the petitioner as the 4th respondent to defend the impugned order.

- The main contention raised by the petitioner in his affidavit is that the subject land, which was classified as Nilaviyal Kulam, is the major ground water source for the petitioner's village, which consists of more than 500 acres of agricultural lands.

- The fact that the subject kulam originally stood as such, is not in dispute and only in the year 2005, the said classification has been changed. In such view of the matter, in order to find out the factual matrix pertaining to the subject kulam and since the petitioner is a proper and necessary party, this court is inclined to implead him as the 4th respondent in the above writ petition.

- Accordingly, this petition is allowed.

- Registry is directed to make necessary amendment in the cause title and post the writ petition before this Court on 21.06.2024.
