This matter is listed today (30.07.2024) under the caption “for being mentioned” at the instance of the learned counsel for the 1^st defendant.

2.After pronouncing the order on 19.07.2024, it is brought to my notice that in the paragraph No.5, the word 26 has been inadvertently typed as 18 and the word 23 has been inadvertently typed as 15. It is also brought to my notice that the names of the additional Committee Members have been mistakenly incorporated in the paragraph No.6.

3.Considering the submissions made by the learned counsel for the 1^st defendant, the above corrections in the paragraph No.5 shall be carried out and the paragraph No.6 of the order dated 19.07.2024 is modified as under:-

Since the General Body of the Society did not have the minimum required strength to even hold meetings, this Court, by an order dated 23.02.2023, proposed to constitute a Committee with qualified memebers from amongst the Society through a Three Member Committee. One of the members of the Three Member Committee (Shri.C.T.Selvam, former Judge of this Court) was nominated and the other nominated Committee Member was the Advocate General. Both the learned Administrator and the learned Advocate General were required to suggest few names for choosing the third Member of the Committee. Accordingly, the name of Mrs.Ramani Natarajan, Advocate was suggested and the same also approved by this Court in and by order dated 07.03.2024.

2.The Three Member Committee appointed by this Court filed a report dated 25.08.2023, refering to the decisions of meetings dated 08.04.2023 and 16.07.2023, recording that eight members of the existing members had confirmed to continute as members of Victoria Technical Institute and it was further resolved that fifteen independent members from https://www.mhc.tn.gov.in/judis

the public and three members referred by the Government would be considered and approved to be included by the Committee as members of the General Council of Victoria Technical Institute. Thus, the total sanctioned strength would increase to 34. The suggested names were also forwarded by the Three Member Committee to this Court. In order to hear the views of the learned Advocate General, the matter was listed on 30.08.2023.

3.The learned Advocate General appeared and stated that the members suggested by the Three Member Committee were fit for being appointed as members of the General Council and that they all have clean track record. At this juncture, Mr.K.V.Sundararajan, learned counsel for the 1^st defendant submitted that the institute, namely Victoria Technical Institute primarily renders service to rural artisans to sell their products for a good price with laudable objects of protecting and preserving the old institute suggests the name of Mr.Alauddin, retired IAS Officer former Managing Director of Tamil Nadu Handicrafts Corporation, to also be appointed as a Member of the Governing Council since his experience in the field would help in effective functioning of the Council. The learned Advocate General also concurred with the views of the learned Administrator.

4.I have carefully conisidered the rival contentions put forth by the

5.Insofar as the names narrawed down by the Three Member Committee, I have gone through the suggested names of 18 persons, out of which, 15 of them are from the persons having good name and fame in the soceitey and the remaining 3 are the Principal Secretary, Handlooms, Handicrafts, Textiles and Khadi, Managing Director, Tamil Nadu Handicrafts Development Corporation and Joint Secretary to Government, Finance Department. The suggested names are approved and the said 18 persons are hereby inducted as Members of the Victoria Technical Institute. In addition to the above, Mr.Alauddin, retired IAS Officer former Managing Director of Tamil Nadu Handicrafts Corporation is also inducted as a Member since his inputs will have value addition to the overall running of the Victoria Technical Institute, especially since he has been in the very same handicraft sector.
