PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondents 2 and 3 to issue NOC for issuance of Patta to the petitioner in respect of the Plot No.6 in Old S.No.160/2A and 2B, New S.No.149/2A1 and 2B1 situated at Paravai Village, Bit-I, Madurai District as per the Approved Layout No.232/7/85 and consequently direct the 4th respondent to issue Patta to me in respect of the said plot or in the alternative direct the 2nd respondent to regularize my sale dated 14.06.1984 in Doc.No.1360/1984 under the Innocent Buyer Scheme as per G.O.Ms.No.565 dated 26.09.2008, Revenue Department and consequently issue patta to the petitioner for the same.

Government Pleader appearing for the respondents, on written instructions, which he has received from the Assistant Commissioner, Urban Land Tax, Madurai, dated 07.09.2023 in Roc.No.A1/1875/2012 submits that the land in Survey Nos.149/2A1 and 2B1 (old Survey No.160/2A & 2B) in Paravai Bit I Village, North Taluk, Madurai District is currently not covered under Urban Land Ceiling Act, 1978.
