On 11.07.2023 there is no representation for the petitioner. On 25.07.2023, it is represented across the Bench that the learned counsel

for the petitioner is no more. Accordingly, Registry is directed to issue notice to the petitioner. The Registry issued notice to the petitioner through a registered post, but as per the Postal Department endorsement dated 02.08.2023, it is refused by the addressee.
