Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorarified Mandamus, calling for the entire records which culminated in passing the proceedings in Na.Ka.En.056049/w3/E1/2011 dated 28.07.2011 of the first respondent, Oo.Mu.No.5212/Aa1/2013 dated 10.09.2013 and the subsequent proceedings in Oo.Mu.No.7387/Aa1/2014 dated Nil.12.2014 signed on 27.12.2014, both on the file of the second respondent, quash the same and consequently direct the respondents to confer selection grade to the petitioner in the cadre of Post Graduate Assistant (Tamil) from the date on which he completed 10 years of service with all consequential service and monetary benefits.

Mr.K.Gunasekaran, Chief Educational Officer, Dharmapuri is present before this Court.

2. The learned Additional Advocate General, representing the State, made a submission that certificate verifications are yet to be done. Unfortunately, the Authorities Competent have so far not initiated action to verify the genuinity of the degree obtained by the petitioner for such a long period.

It is needless to state that whenever a person is appointed into Government Service, the genuinity of the certificates are to be verified, within a reasonable period of time, as there are various Univerisities, which all are granting degrees without any approval or recognisiton from the University Grants Commission and such complaints are large in our country. Therefore, the employers are bound to verify the genuinity of the degree certificate produced by the candidates, who were selected or appointed into Public Services.

4. This being the requisite procedure to be followed in all the Departments, verification of certificate and its genuinity are of paramount importance in the interest of public. Thus, the candidates selected and appointed are bound to follow the procedure for such verification, enabling the Authorities to initiate all further actions.

5. In the present case, the learned Additional Advocate General made a submission that such verification will be done immediately to find out the genuinity.

6. After ascertaining the genuinity of the educational certificates submitted by the writ petitioner, all further actions will be initiated by following the procedures as contemplated.

7. With the abovesaid observations, the writ petition stands disposed of. However, there shall be no order as to costs.
