The petitioner has come up with this Writ Petition seeking a direction to the first respondent to consider his representation dated 02.02.2021 seeking permission to conduct Trade Fair Exhibitions in open grounds.

According to the petitioner, he is the State Secretary of the Trade Fair Organizers Welfare Association, registered under the Societies Act with registration No.339 of 2018. It is stated that due to Covid-19 pandemic, the Government of Tamil Nadu, from March 2020 had imposed restrictions in all the affairs concerning business, recreation, entertainment and other activities. It is further stated that now the Government of Tamil Nadu has eased up the restrictions and started allowing the business activities to carry on with necessary guidelines. However, the Government of Tamil Nadu has not formulated any

guidelines to conduct Trade Fair Exhibition in open grounds. According to the petitioner, more than three lakh people are involved directly or indirectly in the conduct of Trade Fair Exhibition and their livelihood are deeply affected because of not allowing the conduct of Trade Fair Exhibitions. In this regard, the petitioner gave a representation to the respondents on 02.02.2021 and the same was received on 03.02.2021. However, till date, no order has been passed on the said representation. Hence, the petitioner has filed this Writ Petition seeking for the relief stated supra.

Heard both sides and perused the materials available on record.

Considering the facts and circumstances of the case and the submissions made on either side, this Court, without expressing any opinion on the merits of the case, directs the first respondent to consider the petitioner's representation dated 02.02.2021 and pass appropriate orders, on merits and in accordance with law, after issuing notice to the petitioner and the persons interested in this regard and by affording them an opportunity of personal hearing or virtual hearing, within a period of four weeks from the date of receipt of a copy of this order.

With the above directions, the Writ Petition is
disposed of. No costs.
