It is seen that the petitioner filed an appeal before the first

respondent as against the order passed by the second respondent and the same is pending.

In view of the above, the first respondent is directed to dispose

of the appeal filed by the petitioner, after issuance of notice to the counter parties, if any and after giving opportunity of hearing to them and pass orders on merits and in accordance with law, within a period of sixteen weeks from the date of receipt of a copy of this order, if not already disposed of.

With the above direction, this writ petition is disposed of. No

order as to costs.
