Heard Mr.P.P.Prabakaran, learned counsel appearing for the petitioner, who would submit that, the land in question, no doubt, was assigned by the Government to the three individual persons long back, i.e., in the year 1989 or 1990. At the time of assignment of the land, there were several conditions, one among them is, the block period of twelve years, within which, the assignees shall not encumber the properties. Thus, only after the completion of twelve years, they rightly approached the Tahsildar for getting permission to sell the properties, accordingly, the permission was granted to each of the assignees, only on the permission of the fourth respondent, the sale was effected to and in favour of the petitioner sometime in the year 2009 and thereafter, that the petitioner approached the Tahsildar to give Patta, an enquiry was directed to be conducted and to file a report by the Revenue Inspector, who also in turn conducted the enquriy and filed the report recommending the issuance of Patta in favour of the petitioner.
