Officer of the A/M.Saarntharai Kaatha Swami Temple, Thillaiyadi, Nagapattinam District/R4 and is armed with instructions to proceed with the matter. By consent of both sides, this Writ Petition is taken up for final disposal even at the stage of admission.

The petitioner prays for a mandamus directing the respondents to permit him to perform the Sanipeyarchi Vizha on 27.12.2020 and Masi magam pirmorchava festival from 23.02.2021 to 27.02.2021 at Arulmighu Saarntharai Kaatha Swami Temple, Thillaiyadi Village, Nagapattinam District (in short 'Temple').

Mr.Venkatesh would submit that there are certain restrictions that have been placed on the conduct of vizhas and festivals on account of the on-going pandemic. In any event, he accepts the position that the petitioner's representation dated 29.10.2020 has been received by R4 and is pending adjudication and disposal.

In such circumstances, it would suffice that a direction be issued to R4 to hear the petitioner and pass appropriate orders on the representation of the petitioner dated 29.10.2020 on or before 24.12.2020 bearing in mind all applicable rules and regulations framed by the authorities in this regard.

With the aforesaid directions, this Writ Petition is disposed. No costs.
