The case of the petitioner is that they were selected as Village Administrative Officers through the Tamil Nadu Public Service Commission in the year 2008 and they were allotted to Vellore District. Subsequently, as per the G.O.(Ms.)No.78 Revenue Department dated 16.02.2015, the petitioners have been promoted to the post of Assistants under the panel of Assistants for the year 2015 by the 5th respondent vide his proceedings dated 14.08.2015. At present the petitioners are working as Senior Revenue Inspectors in the cadre Assistants at Vellore District. While so, the 5th respondent has published seniority list on 19.02.2018 for Assistants selected in the year 2015. In the said list, the writ petitioners have been placed at the bottom of the seniority list below the promotees from the cadre of Junior Assistants, Typists and Steno-typists, though the said Junior Assistants, Typists and Steno-typists joined service much later to petitioner, for which the petitioners made the representation to the 4th respondent for redetermining the seniority list. As against the inaction on the part of the 4th respondent, the present Writ Petition is filed.
