Prayer:- The Writ Petition is filed under Article 226 of the Constitution of India, seeking for a Writ of Mandamus, forbearing the enforcement of the Quota Policy Circular 4/10 of 2004 dated July 5, 2004 and Quota Policy No.04/11 of 2004 dated 14.07.2004 issued by the Second Respondent purporting to amend the existing policy notification No.1/128/1999 Exports-1 dated 12.11.1999 issued under Sec. 5 of the Foreign Trade (Development and Regulation) Act, 1992.
