2 The learned counsel for the petitioner would submit that the petitioner had sent a complaint to the 2nd respondent with regard to the illegality committed by the respondents 4 and 5 by collecting a sum of Rs.2.40 Crores from the Government School Teachers compulsorily, in the name of the Trust formed by them, viz., ''My child My Care''. It is the averment of the petitioner that the School teachers were made to contribute amount ranging from Rs.2000/- to Rs.5000/- per month, for which, no receipt was issued to them. Further, on 16.07.2018, one Mr.T.Senthilkumar, President, Keelpennathur Teachers/Workers Cooperative Thrift Society, had also given a complaint to the 3rd respondent as against the respondents 4 and 5 with regard to payment of Rs.20,000/to the said Trust and the non-issuance of the receipt towards such payment. The 2nd respondent had sent a letter dated 16.10.2018 under Petition No.10100/2018/PUB/TVM, stating that the petition had been sent in original to the 1st respondent for necessary action as per section 17[A][1] of the Prevention of Corruption [Amendment] Act, 2018. Since no action has been taken by the 1st respondent, the petitioner had approached this Court, seeking for a direction to the 1st respondent to send a decision by virtue of section 17[A][1] of the Prevention of Corruption [Amendment] Act, 2018.
