Prayer: Writ Petition filed under Article 226 of the Constitution of India for issuance of a writ of Certiorarified Mandamus calling for the records on the file of the second respondent in connection with his impugned order in Ref.No.13681/E8/1/2014, dated 28.4.2014 and to quash the same as illegal and arbitrary and subsequently to direct the respondents to appoint the Petitioner on compassionate grounds in accordance with the guidelines on compassionate ground appointments in Letter No. 126/Q-1/2006, dated 16.09.2006 and G.O.Ms.No.61, dated 19.7.2006, para (2)(i) of Labour and EmploymentQ1) Department, Government of Tamil Nadu and also based on his representation dated 24.03.2014 either based on his educational qualification or in any other posts in ''C'' and ''D'' group within the time stipulated by this Court.
