Considering the limited prayer made in the writ petition, without expressing any opinion regarding the merits of the claim made by the petitioner, this Court directs the 3^rd respondent to dispose of the representation of the petitioner dated 21.12.2016 on merits and in accordance with law and after giving a personal opportunity of hearing to the petitioner, within a period of one month from the date of receipt of a copy of this Order.
