Petition filed under Article 226 of The Constitution of India praying for the issuance of a writ of certiorarified mandamus to call for all relevant records relating to the impugned official letter in Na.Ka.No.4937/2010/E-1 dated 31.03.2011 issued by the third respondent in rejecting the promotion of the petitioner as Forester herein to quash the same as arbitrary, improper, unjust, unconstitutional, thereby directing the first, second and third respondents to proceed with the selection process of the eligible petitioner for the post of Forester in the Tamil Nadu Forest Department in consonance with the relevant Rules in the Tamil Nadu Forest Subordinate Service Rules and consequently to promote the petitioner by recruitment by transfer to the post of Forester for the panel year 2009-2010 with due seniority and other service benefits.
