The petitioner made a representation to the respondents seeking permission to conduct a function at Paramathivelur. Incidentally, the petitioner sought for permission from the respondents 3, 4 and 5 for putting up flex board and usage of mike. Seeking appropriate orders in this regard, the present Writ Petition is filed.

Learned Additional Government Pleader, on instructions, submitted that permission for putting up flex board and usage of mike lies with the separate authority. Insofar as erection of flex boards is concerned, the said exercise has already been prevented by the orders of a Honourable Division Bench of this Court.

What the petitioner wants is to conduct a meeting on 30.01.2016 and 31.01.2016 at Vasanthapuram, Nadanthai Village, Paramathivelur Taluk, Namakkal District. Therefore, taking note of the submissions made by the learned Additional Government Pleader, this Court is not inclined to pass appropriate orders insofar as flex boards, loud speakers and mikes are concerned. Insofar as loud speakers and mikes are concerned, the petitioner is at liberty to approach the appropriate authority, if so advised. Suffice it is to state that this Court is not inclined to go into the issue and it is for the petitioner to approach the appropriate authority concerned.

Insofar as the permission sought to conduct a conference on 30.01.2016 and 31.01.2016 is concerned, this Court is of the considered view that the petitioner will have to be given appropriate permission, as there is no likelihood of law and order problem that has been envisaged. Even otherwise, it is well open to respondents 1, 2 and 6 to regulate the Conference by imposing such conditions as they deem fit and proper.

Accordingly, this Writ Petition stands disposed of by directing the 2^nd respondent to accord appropriate permission for conduct of Conference to be held on 30.01.2016 and 31.01.2016,

subject to the other conditions that can be imposed. No costs. Consequently, connected W.M.P.No.40 of 2016 is closed.
