The petitioner is the President of Parent Teachers Association of Avvaiyar Government Girls Higher Secondary School, Dharmapuri.

1. The petitioner has made certain allegations against the 5th respondent, who served as Headmaster in the said school in the matter of construction of toilet. He made a representation dated 23.06.2015 to the third respondent to take action in that regard. It is stated that the 5th respondent retired from service on 30.06.2015. It is seen from the records that there were many communications, much prior to his representation dated 23.06.2015 about the 5th respondent to various authorities. But the authorities did not choose to proceed against the 5th respondent. Hence, I am not inclined to issue a direction to respondents 1 to 3.
