Writ Petition filed under Article 226 of the Constitution of India seeking for a writ of certiorarified mandamus calling for the records relating to the letter No.086170/G30/G301/2010-1 dated 20.09.2010 issued by the 2nd respondent, Chief Engineer/Personnel, rejecting the request of the petitioner as being illegal, arbitrary and unconstitutional and consequently direct the respondents to grant the benefit of regular promotion to the post of Assistant Accounts Officer to the petitioner with appropriate pay and pension revision together with all the terminal and other attendant benefits.
