citizen of India and also this Court bearing in mind a very important fact that the said right cannot be taken away either on the basis of mere conjectures, surmises, assumptions or presumptions or even on any hypothetical basis, but the said right to conduct cultural programme, is subject to certain reasonable restrictions to be imposed by the State on the ground of public order, morality or in the interest of sovereignty and integrity of India, in the interest of public convenience and in the interest of preventing a breach of peace. However, to prevent an aberration of justice and to promote substantial cause of justice, this Court at this stage, simpliciter(without going into the merits and demerits of the representations, dated 02.12.2014 and 09.12.2014 addressed to the concerned Respondents and also not expressing any opinion one way or other on the merits of the representations of the Petitioner), in the interest of justice, fair play, equity, good conscience and even as a matter of prudence, directs the Respondents 1 and 2 to look into the representations of the Petitioner with all seriousness/earnestness and to pass a reasoned speaking order ascribing necessary qualitative and quantitative reasons on or before 25.12.2014 in the manner known to law and in accordance with law (Ofcourse after providing necessary opportunity to the petitioner and others concerned if any by adhering to the principles of natural justice).
