stair-case. Further, the said entrance Arch with the statue on the top of it is being constructed on one side of the Alanganallur to Vadipatty Main Road without leaving any space from the road. Therefore, in the event of the members of the Sangam assembling there in the name of anniversaries and mass celebrations, there would be traffic congestion at Alanganallur-Vadipatti Main Road and communal clashes also may not be ruled out. It is the well known fact that the southern districts often witnessed countless number of communal clashes for dishonour/desecration of statues and, in such given situation, when there are prospects of the petitioner-Sangam conducting meetings and garlanding functions on different occasions with congregation of community people in large numbers, clashes between different communities would be imminent. By referring to the counter affidavit filed on behalf of the 3rd respondent relating to the cases registered for the desecration and dishonoring of the Statues, learned Additional Advocate General would point out that between 2011 and 2013 alone, 16 cases have been registered and that, for the past 10 years, there were 32 instances of communal clashes in the Southern Districts including Madurai District. He would add that, in Madurai alone, there are about 60 statues of various leaders for which at least in one year 360 police personnel and 240 revenue officials are deployed for about 12 occasions to protect the statues and apart from that, 100s of policemen are engaged for routine bandobust, pickets, escorts etc. Therefore, by stating that the place where the statue is proposed to be installed by the petitioner being just 10 ft. away from the Bus-Stop of Kalaivanar Nagar which area is busy with people and that, if unchecked erection is allowed, communal clashes in that area would be rampant, learned Additional Advocate General would plead for dismissal of the writ petition.
