EXTRAORDINARY PUBLISHED BY AUTHORITY No. 1247] NEW DELHI, WEDNESDAY, APRIL 29, 2020/VAISAKHA 9, 1942 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 29th April, 2020 S.O. 1395(E).— In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14 th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, West Bengal (hereinafter referred to as the Authority, West Bengal) comprising of the following Members, namely: - 1. Shri Ujjwal Kumar Bhattacharya, Kolkata - 700163. -Chairman 2. Prof. Madhumita Roy, 8 Jadavpur Central Road, Kolkata - 700032. -Member 3. Chief Environment Officer, Department of Environment, Government of West Bengal -Member Secretary 2. The Chairman and Members of the Authority, West Bengal shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 3. The Authority, West Bengal shall exercise such powers and follow such procedures as specified in the said notification. 4. The Authority, West Bengal shall take its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 5. 5. For the purpose of assisting the Authority, West Bengal, the Central Government in consultation with the State Government of West Bengal, hereby constitutes the State Level Expert Appraisal Committee (hereinafter referred to as the SEAC, West Bengal) comprising of the following Members, namely:- 1. Member Secretary, West Bengal Pollution Control Board, Kolkata -Secretary 6. The Chairman and Members of SEAC, West Bengal shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 7. The SEAC, West Bengal shall exercise such powers and follow such procedures as specified in the said notification. 8. The SEAC, West Bengal shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail. 9. The Government of West Bengal shall notify an agency to act as Secretariat for the Authority, West Bengal and SEAC, West Bengal and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all their statutory functions. 10. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority, West Bengal and SEAC, West Bengal shall be paid as per the reference rules of the State Government of West Bengal.
