Short title, c011;mencementand application- (I) These regulations may be called theNational Highways Authority of India (TravellingAllowance and Daily Allowance) Regulations, 1997 Gazette. They shall come into force on the date of their publication in the Official (3) Theyshall apply to all officers and employees inwhole time employment of the Authority. 2. Definitions. - In these regulations, unless the context otherwise requires, (aJ "competent authority" means the Chairman Gr a Member or any other officer authorised' as such by the Authority in this behalf · (b) "family" includes the spouse residing with the officer or employee and (i) Parents; (iii) dependent sons and daughters (including adqpted and step sons and daughters).' (iv), brothers and sisters; of the officer or employee,'if they are residing with and are fully dependent on the officer or -cmployee, (c )' "headquarters", in relation to an officer or employee, means the city or town in which the officer or employee has been posted for the time being. (d) "officer or employee" means any personwho is in whole time employment of the Authority. ''IPT 111-? 4] (e) "pay" means the pay, special pay, dearness pay and any other emolumentsclassified as pay. (t) "temporarytransfer"; means transfer· of 'an officer or employee from theheadquartersto any other place ·of duty for a period not ex?eeding.ninetydays. · (g) (h) "tour" means the journey undertakenby an officer or employee at placesother than his-, headquarters on official duty and includes the journeyperformed to undergotraining or study sponsored by the Authority. "transfer" means transfer of an officer or employee frpm one headquarterto ·anotherfor a period exceedingninetydays. 3. Entitlement of travelling allowance aud Haily allowance:- An officer oremployee who-is on tour or on temporary transfer under the orders of the compeientautljority 'shallbe entitled to claim hotel tariff. daily allowance and travel!ing allowance. I4 Hotel ti,riff:- (i) An officer or employee (excludingGroup "D" employees)of therank specified in column (2) 'of the Table-I below shall be entitledto the teimburseme?tofactual hotel tariff (includingtaxes, if any) equivalent to the l?ritf leviable in the hotel specified in the corresponding entry in column (3) of the said Table. I (ii) A Group 'D' employee of the Authority sball, in lieu of hotel tariff. be paid Rs.'1501- per day. General Managers ' l•Star, Hotel, ITDC Qr equivalent·.. 4 ;,.1anagersS: other equivalent posts 2,StarHotel, ITDC or eauivalenr ,.5 Assistant Manager/Accounr, Officer, Ashok Yatri Niwas ,or equivalentand other equivalent posts, 'including (iii) An officer or ?mployeeshall attach the original voucher from the 'hotel to histravelling allowance claim in support of the amount' claimed, but reimbursement of hotel tariff shall, in no case, exceed the entitlement specified under sub·regulations (i). THE GAZEITEOF INDIA: EXTRAORDINARY [PARTHI-SEC. 4) 5. Daily Allowance:- (i) An officer or employee of the rank specified in column (2)of the. Table below, whee on tom· or temporary transfer shall be entitled to a dailyallowance for the period of his absencefrom headquarters exceeding twelve hours at therates specifiedin the corresponding entry in column (3) of the said Table. Where theabsence exceeds six hours but less than 12 hours,dailyallowance sh?llbe reduced to 50%. (ii) No daily allowanceis admissible uhder,sub-regulation(i) to an officer/employeeontemporary transfer beyond thirty days. ' (iii) On day(s) when the officer or employee on tour.is provided with free boarding andlodging, he .will draw only 1/4 DA for that day(s). · If he is provided with only freeboarding, he will draw J/2 DA for that day(:i).The reduction has 16 be effectedfrom DArelatable to rate at an outstation. Travelling Ai.w,111ce:- (i) tt,11 officer or employee shall be entitled to drawtravelling allowance when on tour or on temporary transfer, if such transfer is not attherequest of the officer or employee. Regulation. the expression ·t;i,·c' -includes reservation charges, charges for providing food, bed rolls or any other facilir,', sur-charge,tariff, ·jf any, included in the ticket, agency charges for booking and also includes cancellation charges, ifthejourney is cancelled in the interest of the Authority. (iii) Notwithstanding anything contained in sub-regulation (i), the Chairman may, if he is satisfied that the journey by air is in the interest of the Authoritv, permit an officer or employee to travel by a higher class thari he is .eruitled to under sub­ (iv) During any halt by an officer or employee on tour or te?1porarvtransfer. he shall be entitled to reimbursement of actual expenditure incurred on local conveyancesubject to a maximum of Rs. 500/- per day 7. Travelling Allcwuuce on transfer:- (i) transferred shall be entitled to ·- An officer or employee ,, ho rs (a) a lumpsum travel grant of one month's pay, and 50% of basic pay as packing allowance: (b) (c) (d) THE GAZETTE OF INDIA: EX1:RAORD1NARY [PART\11-c-?c actual fare for himself and members of his family by the entitled class llfl on · tour in 'the railways, road or air, as the case may be; 'the road: mileage for road journey undertaken by him and the members.of his family other than the journey performed by the entitled mode as pertable given in para 6(ii); travel incidentals in the form of daily allowance for the officer or employee and each member of his family for the entire period'of journey from 'his residence at the old headquarters and the residence at the new' headquarters ; (e) · cost of, transportation of personal effects and cost of transponation of conveyance 'belongingto the officer .or employee in accordance with the· Explanation - In computingtravel 'incidentals in respect of children below ·theageof twelve years, daiiy'allowanceat half rates shall be taken into account.. 8. Reimbursement for transportation of personal effects.- ( I J A,notlicer oremployee on transfer shall be entitled to the reimbursement of cost of transportation of personal effects when he is transferred from oneheadquarters to anotherin the mterest ofthe Authority at the rates specified the Table below- TABLE-IV I.
