G.S.R. 379 (E) - Rule to the Sree Chitra Tirunal Institute for Medical Science and Technology Act.

RULES DEPARTMENT OF SCIENCE AND TECHNOLOGY NOTIFICATION New Delhi, the 28th May, 1981 G.S.R. 379 ( E ) . — I n exercise of the powers conferred by Section 31 of the Sree Chitra Tirunai Institute for Medical Sci­ ences and Technology, Trivandrum Act, 1980 (Act 52 of 1980) Central Government hereby makes the fo l lowing rules, namely; 1 . Short t i t le and commencement.—(i) These rules may be called the Sree Chitra Tirunai Institute for Medical Sciences and Technology, Trivandrum Rules, 1981. (i i) They shall come into force on the date of their publ i­ cation in the Official Gazette. 2. Definit ions.—In these rules, unless the context otherwise- requires,— (a) 'Act ' means the Sree Chitra Tirunai Institute for Medical Sciences and Technology, Trivandrum Act, 1980 (Act 52 of 1980); (b) 'Director' means Director of the Institute- (c) 'President' means President of the Institute; (d) 'Section' means a section o f the A c t 3. Nomination of members of the Insti tute.—(a) F Q purpose of clauses ( f ) , (g) and (i) of section 5, the Central Government shall nominate the members from a panel or names recommended by a committee constituted by that Government consisting of: (1) Secretary to the Government of India, Department of Science and Technology as Chairman, (2) The Director General of the Indian Council of Medical Research as member, (3) The President, Indian Medical Council as member, (4) The President, Indian National Science Academy, New Delhi, as member, (5) The President, Indian Academy of Sciences, Bangalore, as member, (6) The President, National Academy of Sciences, Allahabad, as member, (7) The President, Institution of Engineers (India), as member. (b) The panel referred to in sub-rule (a) shall provide a choice of at least two names in each of the categories, men­ tioned in clauses (f), (g) and (i) of Section 5 comprising in all not more than eighteen names. (c) The Committee shall recommend the panel within such time as the Central Government may direct, provided that the Central Government may nominate the members in the event of the Committee failing to recommend the panel within the time as directed by it under sub-rule (c). Explanation : 'Committee' means the Committee con­ stituted by the Central Government under clause (a) of this rule. 4. Filling up of casual vacancies.—Any casual vacancy in the office of a member of the Institute, other than an ex-officio member, shall be filled by nomination by the Central Govern­ ment. 5. Allowances of President and Members.—(i) The Pre­ sident or other members of the Institute may draw travelling and daily allowance, if any, to which they may be eligible under the regulations. (ii) Nothing in sub-rule (i) shall apply to the Director and Head of the Biomedical Technology Wing of the Institute, who may draw the salary and allowances attached to their respective posts. 6. Standing Committee.—The Institute shall constitute such standing committees and ad-hoc committees as it thinks fit provided that there shall be a Standing Finance Committee which shall include the Financial Adviser to the Department of Science and Technology of the Central Government or his representative as a member. 7.
