RAJASTHAN GAZETTE Extraordinary ‍ Vaisakha 21, Monday , Saka 1942- May 11, 2020 Local Self Government Department Notification Jaipur, March 19,2020 NO.F.8(G) ( )(Rules)DLB/20/41687:-In exercise of the powers conferred by section 337 of the Rajasthan Municipalities Act, 2009 (Act No.18 of 2009), the State Government hereby makes the following rules further to amend the Rajasthan Municipal (Subordinate and Ministerial) Service Rules, 1963, namely:- 1. Short title and commencement.-(1) These rules may be called the Rajasthan Municipal (Subordinate and Ministerial) Service (Amendment) Rules, 2020. (2) They shall come into force on and from the date of their publication in the Official Gazette. 2. Amendment of rule 23.- The existing rule 23 of the Rajasthan Municipal (Subordinate and Ministerial) Service Rules, 1963, hereinafter referred to as the said rules, shall be substituted by the following, namely:- “23. Constitution of Promotion Committee.-(1) The Constitution of the Promotion Committee shall be as under:-  for the post of Assistant Accounts Officer Grade-II:- (a) Director Local Bodies, - Chairperson (b) Chief Accounts Officer Local Bodies, - Member (c) Deputy Director (Administration) - Member Secretary Local Bodies.  for the posts other than Assistant Accounts Officer Grade-II, for every Municipality:- (a) Deputy Director (Regional) concerned, - Chairperson (b) Chairperson of the Municipality, - Member (c) Chief Municipal Officer of the Municipality- Member Secretary (2) Quorum of the Committee shall consist by two members including Chairperson. (3) All decisions of the Committee shall be taken by majority. (4) If only two members including Chairperson are present in the meeting of Committee then the decision of the Committee shall be unanimous and the decision of the Committee shall be communicated to the third member. (5) The meeting of the Promotion Committee mentioned in clause (i) of sub-rule (1) shall be held at the office of Director, Local Bodies Jaipur and meeting of Promotion Committee mentioned in clause (ii) of sub-rule (1) shall be held at the office of the Municipality or office of the Deputy Director (Regional), concerned.” 3. Amendment of rule 28.- In rule 28 of the said rules, after the existing clause (v) of proviso the following new clauses shall be added, namely:- “(vi) the seniority of Junior Accountants shall be maintained at the State Level. (vii) the inter-se seniority of persons appointed to a post of Junior Accountant by direct recruitment on the basis of one and the same selection, except those who do not join Service when a post is offered to them within a period of six weeks from the date of issue of order or longer, if extended by the Appointing Authority, shall follow the order in which they have been placed in the select list prepared by the Commission. (viii) the seniority of persons appointed on the post of Junior Accountant by promotion or direct recruitment prior to 01.01.2020, shall be determined on the basis of the date of their appointment on the post of Junior Accountant.” By Order of the Governor, Ujjawal Rathore, Director cum Joint Secretary Government Central Press, Jaipur.
