(PL).—In exercise of the powers conferred by Section 35, read with Section 9, of the National Highways Authority ofIndia Act, 1988 (68 of 1988), the National Highways Authority of India hereby makes the following regulations further to amend the National Highways Authority of India (Recruitment, Seniority and Promotion) Regulations, l996, namely: — 1. (I) These regulations may be called the National Highways Authority of India (Recruitment, Seniority and Promotion) Amendment Regulations, 2009. (2) They shall come into force on the date of their publication in the Official Gazette. 2 In regulation ll of the National Highways Authority ofIndia (Recruitment, Seniority and Promotion) Regulations, 1996 (hereinafier referred to as the principal regulations), in sub-regulation (3), for clause (b), the following clause shall be substituted, namely :— “(b) to other Group 'A' posts, the Chairman shall be the Presiding Officer thereofand the Member (Admn.), the Director General (Road Development) or the Additional Director General nominated by him or any other representative not below the rank of Chief Engineer (CE) nominated by him and another Member of the Authority nominated by the Chairman shall be its members". 3. In the Schedule to the principal regulations, - (a) against the post ofGeneral Manager (Technical), intcolumn 8, for the entry, the following entry shall be substituted, namely:— “By promotion : From candidates holding the post ofDy. G.M. (Tech) on a regular basis for aperiod of at least 3 years. By Deputation/Fransfer : From candidates already on the panel of Director in the Government of India and having the educational qualifications stipulated in Col. 7 or from candidates holding analogous posts in a Central/State Govt. Deptt., Autonomous Body/ Public Sector Undertaking or with 3 years regular service in the scale ofRs. 3700—5000 or equivalent in the organization. For officers of State PWDs, State Government Departments, Autonomous Bodies/PSUs and other organisations under State Government 2 (3) Officer should have completed 20 years service in the level of AE and above, (b) The officer should have worked for at least 06 years as Executive Engineer on a regular basis, and (c) The officer should have put in at least 10 years experience in Highway/Roads/Bridges during his career. Period ofDeputation : Not more than 5 years but may be extended with the approval of the Central Govemment."; (b) against the post of Deputy General Manager (Technical), in column 8, for the entry, the following entry shall be substituted, namely:— “By promotion : From candidates holding the post ofa Manager (Tech) on regular basis for a period of at least 4 years. By Deputation/Transfer : From candidates already on the panel of Dy. Secretary to the Government of India and having the educational qualifications stipulated in Col. 7 or from candidates holding analogous posts in a Central/State Govt. Deptt./ Autonomous Body/ Public Sector Undertaking or or equivalent in that organization. For officers of State PWDs, State Government Departments, Autonomous Bodies/ PSUs and other organisations under State Government : (a) Officer with a minimum 15 years service at the level ofAE/AEE. (b) At least 8 years experience in Highways/Roads/ Bridges during his career. (0) Should be working as Executive Engineer. Period ofDeputation : Not more than 4 years but may be extended with the approval ofthe Central Govemmen ."; (0) against the post of Deputy General Manager (Finance and Accounts), in column 7, for the entry, the following entry shall be substituted, namely :~— Essential: (1) Degree of a recognized University. (ii) Professional Qualification, such as : (a) Final exam. of the Institute of Chartered Accountants of India; or 0)) Final exam. of the Institute of Cost and Works Accountant of India; or (c) Degree in Business Management with Finance'as the major subject; or (d) Member of any organized Accounts Service of the Central Government. Experience: Atleast 10 years service in a responsible position in the finance/accounts deptt. related to major infrastructural project ofthe Govt. of India or a Govt. Undertaking or an Autonomous Body or a Commercial Organization ofrepute. Desirable: Should be well versed with the Financial Rules and Accounting procedures to he followed for major projects in particular, approv. of tenders, processing ofcontractor's claims and oti. - : contractual matters." ; ((1) against the post of Deputy General Manager . (Planning and Information S ,- .iems), in column 7, for the entry, the following entry shall be substituted, “Educational Qualification : Essential: (0 A degree from a recognized University. (it) Post graduate diploma in computer science/ information technology/communication technology from a University/Institute/ Organization of repute or MBA with MKS/IT as major subject from a Management Institute of repute. Experience: 9 years service in a responsible senior position of which atleast 2 years should be in the grade next below in work relating to project planning; Management and control in a Govt. Deptt./ Autonomous Body/PSU or Commercial Organization of repute. Desirable: Experience ofabout 5 years in the field ofM18, dealing with highway engineering/construction or any other allied form ofservice transport"; (e) against the post ofAccounts Officer, in column 7, for the entry, the following entry shall be substituted, namely :— “Educational Qualification : Essential: (i) Degree of a recognized University. (ii) Professional Qualification such as :—~ Intermediate Exam ofthe Institute of Chartered Accountants of India or the Institute of Cost & Works Accountant of India or SAS Exam ofthe Indian Audit & Accounts Service or equivalent exam of other Organized Accounts Service in the Central Government. Experience: At least 5 years experience in the lower or equivalent post involving handling of Finance, Commercial Accounting and Budget work in the Central Govt. Deptt./Autonomous Body/PSU or a commercial organization ofrepute or Member ofany Subordinate Accounts Service of the Central Government. Desirable: Should be well versed with the Financial Rules and Accounting procedures to be followed for major projects in particular, approval of tenders, processing ofcontractor's claims and other contractual matters"; (t) against the post of Financial Analyst, — (i) in column 7, for the entry, the following entry shall be substituted, namely:— “Essential Educational Qualification : Degree in Civil Engineering [Economics/Statistics / Degree in Management with Finance as a major subject/Degree in Finance/ICAl/ICWAI from a reputed Institute or a recognized University. Essential Experience : (I) Should be working in an analogous post or the post next below (General Manager/Suptd. Engineer or equivalent) for atleast 6 years on a regular basis; and (i1) 18 years experience at Group 'A' (Pay scale of Rs. 8000-275-13500) or equivalent level post or higher; and (iii) 3 years experience in Financial/statistical assessment, and estimation ofcost and financial viability ofMajor Highways/Bridge Projects or other major infrastructure projects like ports, airports, power projects. Desirable Experience : Transport economics or banking experience, experience in comprehensive appraisal of PPP projects”; (ii) in column 8, for the entry, the following entry shall be substituted, namely :— Committee: (1) By deputation from officers under the Central Government or State Governments or Union Territories or Universities or Recognized Research Institutions affiliated to Government of India or Public Sector Undertakings or Semi Government or Statutory or Autonomous Organizations and other Government Bodies : (i) holding analogous posts on regular basis; or (ii) with three years of regular service in the posts in the pay scale of Rs. 16400—400-20000 or equivalent; or (ill) with six years of regular service in the posts in the pay scale of Rs. l4300—~18300/— or equivalent; and Possessing the essential educational qualifications and essential experience stipulated in column 7. OR (2) By contract from candidates having 18 years of experience of which minimum 3 years experience should be in Financial/Statistical assessment and estimation of cost and financial viability of Major Highways/Bridge Projects or other infrastructure projects like ports, airports and power projects; and possessing essential educational qualifications stipulated in column 7. Period ofdeputation Period of appointment on Selection shall be for an initial period of3 years, extendable by two more years with the approval of the Government, subject to satisfactory performance. There shall be no bar to an officer getting a second term after going through the due process of selection"; (g) against the post of Contract Management Specialist,——— (i) in column 7, for the entry, the following entry shall be substituted, namely :— “Essential Educational qualification : Degree in Civil Engineering or Law or Management with Finance as a major subject from a reputed Institution ofTechnology or a recognized University. Essential Experience: (1) Should be working in an analogous post or the post next below (General Manager/Suptd. Engineer or equivalent) for at least 6 years on a regular basis; and (ii) 18 years experience at Group 'A’ (Pay scale of Rs. 8000-275—13500) or equivalent level post or higher; and (iii) Minimum 3 years experience in contract management! financial appraisal in infi-astructure projects”; (ii) in column 8, for the entry, the following entry shall be substituted, namely :— Committee: (1) From internal candidates holding the post of a General Manager (Tech) on a regular basis for a period ofat least 6 years and possessing the essential educational qualifications and essential experience stipulated in column 7. OR (2) By deputation from officers under the Central Government or State Governments or Union Territories or Universities or Recognized Research Institutions affiliated to Government of India or Public Sector Undertakings or Semi-Govemment or Statutory or Autonomous Organizations and other Goverrunent Bodies : (i) holding analogous posts on regular basis; or (ii) with three years of regular servicein the posts in the pay scale of Rs. 16400—400-20000 or equivalent; or (i) with six years of regular service in the posts in the pay scale ofRs. 14300-18300 or equivalent; and Possessing the essential educational qualifications and essential experience stipulated in column 7. 0R (3) By contract from candidates having 18 years of experience ofwhich 3 years experience should be in contract management/financial appraisal in infrastructure projects and possessing essential educational qualifications stipulated in column 7. Period ofdeputation Period of appointment on Selection shall be for an initial period of3 years, extendable by two more years with the approval of the Government, subject to satisfactory performance. There shall be no bar to an officer getting a second term after going through the due process of selection”.
