Constitution of Animal Breeding Regulatory Authority under Section 5(1) of Haryana (Registration, Certification and Breeding) Act, 2019

EXTRAORDINARY Published by Authority © Govt. of Haryana No. 56-2023/Ext.] CHANDIGARH, MONDAY, MARCH 20, 2023 (PHALGUNA 29, 1944 SAKA) HARYANA GOVERNMENT ANIMAL HUSBANDRY & DAIRYING DEPARTMENT Notification The 20th March, 2023 No 401(CFMS)-AH-4-2023/1660— The Governor of Haryana is pleased to constitute the Animal Breeding Regulatory Authority under Section 5(1) of the Haryana Animal (Registration, Certification and Breeding) Act, 2019 and appoint the following as its members:- 1 An eminent breeder or veterinarian Chairperson 2 Director General, Animal Husbandry & Dairying Department, Haryana, Panchkula Member 3 Managing Director, Haryana Livestock Development Board, Panchkula. Member 4 Director of Research, Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar. Member 5 Head of Animal Genetics and Breeding Department, Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar. Member 6 An eminent veterinarian experienced in semen Production Member 7 An eminent animal breeder Member 8 An eminent reproduction specialist Member 9 Deputy Director, Animal Husbandry & Dairying Department, Haryana, Panchkula. Member Secretary 1. The Headquarter of the Animal Registration Breeding Regulatory Authority at Panchkula, Haryana. 2. The quorum for the transaction of business at a meeting shall be minimum two third of the total members including the Chairperson. 3. For the discharge of the functions conferred on the authorities, the Animal Breeding Regulatory Authority shall report to the Government on quarterly basis to its review under the Chairmanship of Administrative Secretary, Animal Husbandry & Dairying Department. 640 HARYANA GOVT. (EXTRA.), MAR. 20, 2023 (PHGN. 29, 1944 SAKA) Functions:- For the purposes of the act, functions of the Animal Breeding regulatory authority shall be:- (a) Implement the breeding policy framed by the Government; (b) Regulate the productions, storage, sale and use of semen and embryos produced within or outside the State or imported for any other country; (c) Register semen stations and embryo stations in the State; (d) Register semen banks and embryo banks in the State; (e) Certify the trained artificial insemination workers or in-vitro fertilization or embryo transfer technology technicians for providing animal breeding activities in the State; (f) Perform such other functions, as may be prescribed; (g) Supervise the Animal Registration Authority and Animal Certification Authority.
