General Rules concerning the Commission: (a) The Commission shall meet atleast once in a calendar month to discuss and.decide on all pending mat- ters, which are either placed by the Secretary of the Com- mission for consideration or which any of the Members or Chairman may raise for consideration by the Commission. (b) The Quorum for the proceedings of the Commis- sion shall be the Members and the Chairman : Provided that in the event of one or more Members being on leave other than Casual Leave/Restricted Holi- day, the remaining Member(s) shall constitute the quo- rum. All meetings shall be arranged at a date and time in consultation with all the Members. (c) The Secretary shall prepare agenda for such meet- ings which includes self-contained comprehensive notes on each item scheduled to be placed before the Commis- sion for consideration. (d) The Secretary of the Commission shall be present in all the meetings of the Commission and shall prepare the minutes of the proceedings of such meetings, and place the minutes before the Chairman and Members of the Commission. The Commission shall finalise the min- utes incorporating the views of the Chairman and Mem- bers. (e) In the absence of Secretary, an officer of the Commission, who may be duly authorized by the Commis- sion, shall carry out all duties/responsibilities as are generally assigned to the Secretary in respect of such meetings. (I) For the purpose of record of the business trans- acted in the meetings of the Commission, the Secretary shall maintain a "Book" of proceedings of the Commis- sion, which shall contain authenticated minutes in origi- nal as confirmed by the Commission. The decisions/views expressed by the Members shall also be maintained in the book of the proceeding. (g) These Regulations shall come into force with effect from the date of their publication in the Official Gazette. Lokeshwar Prasad under Section 3 of the Commissions of Inquiry Act, 1952 for the purpose of inquiry into the relevant facts and circumstances relating to the incident that occurred on 15th November, 2010 when a building collapsed at Lalita Park, Laxmi Nagar, District East Delhi causing loss of life and property; PART IV] DELHI GAZETTE ; EXTRAORDINARY Whereas, vide the above said Notification, the Commission was given time of 90 days to complete the inquiry and the Commission's term was to come to an end on 22-2-2011: Whereas, the Commission through its Secretary submitted status report about the progress of the inquiry vide its letter dated 1-2-2011 and sought extension of time for a further period of six months; Whereas, the Lt. Governor, National Capital Terri- tory of Delhi after perusal of the status report is of the considered view that it is expedient in the public interest to give more time to the Commission to complete its inquiry; Now, therefore, the Li Governor, National Capital Territory of Delhi is pleased to give futher extension of 6 months (up to 21-8-2011) in continuation of the above said initial notification of 24-11-2010, to the Commission to complete inquiry and submit the report to this Government, within the time so extended. The other terms of reference of the appointment of the Commission shall remain the same as mentioned in the initial notification of this Government dated 24-11-2010.
