EXTRAORDINARY PUBLISHED BY AUTHORITY No. 3510] NEW DELHI, TUESDAY, NOVEMBER 3, 2020/KARTIKA 12, 1942 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 3rd November, 2020 S.O. 3978(E).— In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Jharkhand (hereinafter referred to as the Authority, Jharkhand) comprising of the following Members, namely: - D-9/18, Officers Flat, Doranda, Ranchi – 834002, Jharkhand -Chairman; 2. Shri Amar Nath Verma, #10192 ATS Advantage, Ahinsa Khand-1, Near Habitate Center, Indrapuram, Ghaziabad- 201014, Uttar Pradesh -Member; 3. Chief Forest Conservator, Vigilance, Department of Forest, Environment and Climate Change, Government of Jharkhand. 2. The Chairman and Members of the Authority, Jharkhand shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 3. The Authority, Jharkhand shall exercise such powers and follow such procedures as specified in the said notification. 4. The Authority, Jharkhand shall take its decision on the recommendations of the State Level Expert Appraisal Committee (SEAC) constituted under paragraph 5 of this notification for the State of Jharkhand. 5. For the purpose & of assisting the Authority, Jharkhand, the Central Government, in consultation with the State Government of Jharkhand, hereby constitutes the State Level Expert Appraisal Committee, Jharkhand (hereinafter referred to as SEAC, Jharkhand) comprising of the following Members, namely:- 1. Shri Ashok Kumar Singh, Indian Forest Service (Retired) Vasundhra Elegance, Flat No-103, Harmu Bye-Pass (Near Argola Chowk) Puran Vihar, Ranchi-834012, Jharkhand -Chairman; Shri Kirti Avishek, Assistant Professor, Department of Civil and Environmental Engineering, BIT Meshra, Ranchi-835215, Jharkhand -Member; 3. Shri Niranjan Lal Agarwalla, Eco care, Manoj Cinema Basement, Karampur, Asansol- 713304, West Bengal -Member; Flat No.111, Block-A. City Palace, Shri Punjab Chowk, Adityapur, Jamshedpur- 831013, Jharkhand -Member; 5. Dr. Ajay Govind Bhatt, Flat No. 404, Laxmi Vitika, Sai Nagar, Road No. 4A, Gardanibagh, Patna-800001, Bihar -Member; 6. Forest Divisional Officer, Ranchi Forest Division, Ranchi, Jharkhand -Secretary. 6. The chairman and members of State Level Expert Appraisal Committee, Jharkhand shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 7. The State Level Expert Appraisal Committee, Jharkhand shall exercise such powers and follow such procedures as specified in the said notification. 8. The State Level Expert Appraisal Committee, Jharkhand shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail. 9. The Government of Jharkhand shall notify an agency to act as Secretariat for the Authority, Jharkhand and the State Level Expert Appraisal Committee, Jharkhand. The Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all its statutory functions. 10. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Jharkhand and the State Level Expert Appraisal Committee, Jharkhand shall be paid as per rules of the State Government of Jharkhand.
