AT, qier A A, ST T | FAA; 8. mfufy U erferat 7 wHRT FAT FAT U WAt ¥ srgarerT FAT S I afteEer § At AT S0 | TTARTE F TETT (Wl F ST F AT I AT | MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 6th October, 2023 S.0. 4354(E).— In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority for Assam (hereinafter referred to as the Authority) comprising of the following persons, namely: - (i) SriRajesh Kemprai, -Chairman; Special Commissioner and Special Secretary (Retd.), Public Works (Roads), Government of Assam, House No.101, Pratistha Apartment, Basisthapur, Bye Lane No.4, Survey, Beltola, Guwahati- (i) Dr. Sarat Phukan, -Member; Professor, Department of Geological Science, Guwahati University, (iii) Secretary to the Government of Assam, Environment and Forest -Member Secretary. Department. 2. The Chairman and Members of the Authority shall hold office for a period of three years from the date of publication of this notification in the Official Gazette. 3. The Authority shall exercise such powers and follow such procedures as specified in the said notification. 4. The Authority shall take its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 5 for the State of Assam. 5. The Central Government, in consultation with the State Government of Assam, for the purpose of assisting the Authority, hereby constitutes the State Level Expert Appraisal Committee (hereinafter referred to as the Committee), comprising of the following persons, namely: - @ Shri Jatindra Sarma, -Chairman; Field Director, Kaziranga National Park (Retd.), Near Chandmari Flyover, Behind Kalabhumi, BSNL Tower (House No. 3), Chandmari, Professor, Department of Environmental Science, Tezpur University, Tezpur-784028. (iii) Dr. Bijoy Sankar Goswami, -Member; Sr. Asst. Professor, Department of Chemistry, B. Borooah College, Guwahati. Associate Professor, Physics Cotton University, Guwahati, Assam-781001. W) Shri Arup Barpujary, -Member; Jonaki Nagar, Near Pratiksha Hospital, House No. 36-AB, P.O.: Hengrabari, P.S.: Dispur, Department of Environmental Science, Tezpur University, Tezpur-784028. (vii) Shri Shantanoo Bhattacharyya, -Member; Additional Chief Engineer (Retd.), Assam Public Works Department, Government of Assam, House No. 2, Government Press Road, Bamunimaidam, Guwahati-781021. (viii) Member Secretary, -Member Pollution Control Board, Assam. Secretary. 6. The Chairman and Members of the Committee, shall hold office for a period of three years from the date of publication of this notification in the Official Gazette. 7. In order to avoid any conflict of interest, - @) the Chairman and Members of the Authority, and the Committee shall- (a) declare to which consulting organisation they have been associated with and also the project proponents; (b) not undertake any consultation or associate with regard to preparation of Environment Impact Assessment and Environment Management Plan for project, which is to be decided by the Authority, or to be appraised by the Committee during their tenure; and (i) in the preceding five years, if the Chairman or any Member of the Committee has provided consultancy services or conducted Environment Impact Assessment studies for any project proponent, they shall recuse themselves from the meetings of the Committee from the process of appraisal of any project proposed by such proponents. 8. The Committee shall exercise such powers and follow such procedures as specified in the said notification. 9. The Committee shall function on the principle of collective responsibility and the Chairman shall endeavour to reach consensus in each case, and if they fail to reach consensus, the view of the majority shall prevail. 10. (i) The State Government of Assam shall specify an agency to act as secretariat of the Authority and the Committee. (ii) The secretariat shall provide financial and logistic support including accommodation, transportation and such other facilities in respect of their functions under the said notification. 11. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority and the Committee, shall be paid in accordance with the provisions of relevant rules, of the State Government of Assam. and Published by the Controller of Publications, Delhi-110054. s
