Amended Notification- Reconstitution of State Level Authority namely Wetland Authority of Haryana

Chief Secretary to Govt. of Haryana Vice Chairman 4. Additional Chief Secretary to Govt. of Haryana, Member Revenue and Disaster Management Department. 5. Administrative Secretary to Government of Haryana, Member Environment and Climate Change Department. 6. Administrative Secretary to Government of Haryana, Member Forest Department. 7. Administrative Secretary to Government of Haryana, Member Fisheries Department. 8. Administrative Secretary to Government of Haryana, Member Urban Local Bodies Department. 9. Administrative Secretary to Government of Haryana, Member Irrigation and Water Resources Department. 10. Administrative Secretary to Government of Haryana, Member Rural & Panchayat Development Department. 11. Administrative Secretary to Government of Haryana, Member Tourism Department. 12. Member Secretary 2. The other expert members will be nominated/invited as and when required. 3. Delegation of powers and functions:- Wetland Authority of Haryana shall exercise the following powers and perform the following functions, subject to any Central law and policies:- 1. prepare an inventory of all wetlands of the State Government or Union territory; 2. identify and prepare a list of wetlands to be regulated under the provisions of the rules; 3. undertake demarcation of the wetland boundaries and preparation of land-use maps using remote sensing and ground truthing; 4. prepare an account of existing rights and tenure; 5. demarcate the direct zone of influence of wetland; 6. notify wetlands to be regulated under these rules; 7. define ecological character for wetland and list out uses of the wetland which are aligned with ecological character; 8. develop a comprehensive list of activities to be regulated to ensure wise use of the site; specify the threshold levels for each; and the mode and method for regulation; 9. develop integrated management plan for each of the notified wetlands, and identify mechanisms for convergence of implementation of the management plan with the existing State development plans and programmes; 10. ensure enforcement of the relevant Acts, rules and regulations and implementation of management action plan, and on annual basis inform the Government on the status of such notified wetlands through a reporting mechanism; 11. coordinate implementation of integrated management plans through various line departments and other concerned agencies; 12. issue necessary directions for conservation and sustainable management of wetlands to the respective implementing agencies; 13. undertake measure for enhancing awareness within stakeholders and local communities on values and functions of wetlands. 4. The Headquarters of the Wetland Authority of Haryana will be at Chandigarh/Panchkula. 5. While exercising the powers and performing various functions, Chairman may co-opt or invite any Administrative Secretary or any Head of Department or subject matter specialist or any other expert as and when required.
