EXTRAORDINARY PUBLISHED BY AUTHORITY No. 1799] NEW DELHI, WEDNESDAY, JUNE 24, 2020/ASADHA 3, 1942 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 24th June, 2020 S.O. 2025(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533(E), dated the 14 th September, 2006 (herein after referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Assam (herein after referred to as the Authority, Assam) comprising of the following Members, namely: - 1. Sri Pradyut Kumar Choudhury, Chief Engineer (Retired), Public Works Department (Bldg), Assam 52, Behind Assam Police Headquarter Complex, Rehabari, Guwahati - 781008, Assam -Chairman; 2. Dr. Hari Prasad Sarma, Prof. and Head of Department, Environmental Sciences Department Gauhati University, Guwahati - 781014, Assam -Member; 3. Secretary to the Government of Assam Environment and Forest Department Dispur, Guwahati - 781006, Assam 2. The Chairman and Members of the Authority, Assam shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 3. The Authority, Assam shall exercise such powers and follow such procedures as specified in the said notification. 4. The Authority, Assam shall take its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 5 for the State of Assam. 5. For the purposes of assisting the Authority, Assam, the Central Government in consultation with the State Government of Assam, hereby constitutes the State Level Expert Appraisal Committee, Assam comprising of the following Members, namely:- 1. Shri Swapan Kumar Seal Sarma, Indian Forest Service (Retired), H.No. 34, Gopal Krishna Path, Hengrabari, Guwahati District Kamrup (Metro) P.O. Dispur, Guwahati - 781036, Assam -Chairman; Shri Sarbeswar Kalita, House No. 4, A K Dev Road, Bylane- Muchiram Kachari path, Bakul Path Datalpara, Natun Basti, Guwahati - 781025, Assam -Member; 3. Dr. Bhagawat Pran Duarah, Professor, Department of Geological Sciences, Gauhati University, Guwahati - 781014, Assam -Member; Shri Sarat Phukan, Professor, Department of Geological Sciences, Gauhati University, Guwahati - 781014, Assam -Member; 5. Prof. Prasanta Kumar Saikia, Quarter No. 69, Gauhati University Campus, Guwahati - 781014, Assam. -Member; 6. Dr. Gajen Chandra Sarma, House No. 53, Bakul Path, NH-37, Jalukbari, Guwahati - 781014, Assam -Member; 7. Shri Ratul Mahanta, Department of Economics Gauhati University, Guwahati - 781014, Assam -Member; 8. Prof. Kaushal Kumar Baruah, Department of Environmental Science, Tezpur (Central) University, Tezpur - 784028, Assam -Member; 9. Member Secretary, State Pollution Control Board, Assam -Secretary. 6. The Chairman and Members of State Level Expert Appraisal Committee, Assam shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 7. The State Level Expert Appraisal Committee, Assam shall exercise such powers and follow such procedures as specified in the said notification. 8. The State Level Expert Appraisal Committee, Assam shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail. 9. The Government of Assam shall notify an agency to act as Secretariat for the Authority, Assam and State Level Expert Appraisal Committee, Assam and shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all their statutory functions. 10. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Assam and the Chairman and Members of the State Level Expert Appraisal Committee, Assam shall be paid as per the rules of the State Government of Assam.
