No. 1191(E) dated Whereas, as per bye law 1.0 of the same notification, "Unified Building Bye Laws (UBBL) for Delhi 2016" shall come into force on such date as the appropriate Government/Authority/Body, by notification in the Official Gazette, appoint. 1. In exercise of the powers conferred under sub-section (1) of Section 349A of The Delhi Municipal Corporation Act, 1957, the Government of National Capital Territory of Delhi, adopts and makes these Bye Laws to be applicable to the area under jurisdiction of the concerned local bodies i.e. East Delhi Municipal Corporation, North Delhi Municipal Corporation & South Delhi Municipal Corporation with following amendments/ modifications:- A. In clause 9.2.5 after the existing words "Following provisions shall apply for telecommunication infrastructure", the word "etc." shall be added. B. In clause (b), the works "/communication tower" be omitted. C. The following clauses shall be inserted after existing clause (b) of Bye-law 9.2.5 namely: "(c) No cell tower shall be allowed except with written permission of Commissioner, subject to technical and safety parameters and further subject to any other obligation imposed by any law. (d) Notwithstanding the provisions already made in respect of tax, a Corporation may fix a scale of fee/charge to be paid in respect of permission for erection, exhibition, fixation, hoarding, frame, post or structure etc. upon or over any land building wall or upon any vehicle or shall be displayed in any manner whatsoever in any place within Delhi. (e) Notwithstanding anything contained in the DMC Act, whoever erects exhibits, fixes or retains hoarding, frame, post or structure upon or over any land, building, wall or upon any vehicle or displayed in any manner whatsoever in any public place within Delhi without the written permission of the Commissioner or in violation of any permission already granted shall be liable for payment of damage charges as may be fixed by the Commissioner". 2.
