Bureau of Energy Efficiency, hereby specifies the constant speed fuel consumption standard for Light and Medium commercial vehicles of category M2, M3 and N2 with gross vehicle weight between three and a half tonnes to twelve tonnes in accordance with Central Motor Vehicle Rules, 1989.

EXTRAORDINARY PUBLISHED BY AUTHORITY MINISTRY OF POWER NOTIFICATION New Delhi, the 16th July, 2019 S.O. 2540(E) -In exercise of the powers conferred by clauses (a) and (b) of section 14 of the Energy Conservation Act, 2001 (52 of 2001), the Central Government in consultation with the Bureau of Energy Efficiency, hereby specifies the constant speed fuel consumption standard for Light and Medium commercial vehicles of category M2, M3 and N2 with gross vehicle weight between three and a half tonnes to twelve tonnes in accordance with Central Motor Vehicle Rules, 1989, for the purpose of manufacturing or importing for sale of the said category of motor vehicles in the following manner, namely:- (1) On and from 1st April 2020, diesel vehicles of category M2, M3 and N2 with gross vehicle weight between three and a half tonnes to twelve tonnes, complying with BS-IV and BS-VI emission norms, shall be tested for constant speed fuel consumption as specified by Ministry of Road, Transport and Highways, till the time Bureau of Indian Standards notify corresponding standards: (2) The vehicles referred to in clause (1) shall meet the target diesel fuel consumption value (litre per 100km.) derived from the equations given in the Table-1 and Table-2 for the Norms effective from 1 st April, 2020. (3) All other four-wheel drive vehicles, if any, which are not covered in the norms shall be treated as two-wheel drive vehicles and shall conform to the norms of their two-wheel drive category. (4) In any fiscal year commencing on and from the 1st day of April, 2020 onwards, the fuel consumption of each vehicle of a particular category shall be less than the fuel consumption value derived from the equation of that category as specified in thetable-1 and table-2. (5) The norms shall apply only to the vehicles complying with BS-IV emission norms. For the vehicles complying with BS-VI emission norms, a suitable correction factor to be used on above mentioned BS-IV norm values. The correction factor shall be derived by a committee comprising of representatives of Ministry of Power, Ministry of Road, Transport and Highways and Ministry of Petroleum and Natural Gas and approved by the competent authority. (6) The norms shall be reviewed again during implementation of 2nd phase of Heavy-Duty Vehicle Norms to decide extent of stringency and to match the boundary condition at 12.0 Tonnes between Light and Medium Commercial Vehicles norms and heavy-duty vehicle norms. (7) Compliance and enforcement: -(i) All the Vehicle manufacturers or vehicle importers selling the motor vehicles in India, as specified in the aforesaid Tables, shall comply with the energy consumption standards specified in this notification; (ii) The Ministry of Road, Transport and Highways shall implement the conformity of production by constant speed fuel consumption method which shall be conducted once in every two years; (iii) At least one conformity of production for the vehicle has to be conducted latest by 1st April 2020. (iv) The Ministry of Road, Transport and Highways, shall enforce the norms along with provisions relating to testing and calculation methodologies, reporting, consequence of non-compliance and equivalent vehicle credits for electricity driven motor vehicles under the Central Motor Vehicle Rules, 1989, in consultation with Ministries concerned including Ministry of Power.
