Amulya Ratan Sinha, IFS (Retired) Chairman; 11, Kishanpur, Rajpur Road, Dehradun 248009, (Director cum Principal), ‘World Institute of Technology, (Affiliated to MDU and approved by AICTE, Government of India) 8km Stone, Sohna- Palwal Road, Sohna, Gurgaon, Haryana-122001, iii. Director, State Environment, Conservation and Climate Change Member-Secretary. Directorate, Uttarakhand 2. The Chairman and Members of the Authority, Uttarakhand shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 3. The Authority, Uttarakhand shall exercise such powers and follow such procedures as enumerated in the said notification. 4. The Authority, Uttarakhand shall take its decision on the recommendations of the State Level Expert Appraisal Committee (hereafter in this notification referred to as the SEAC, Uttarakhand) constituted for the State of Uttarakhand by this notification. 5. To assist the Authority, Uttarakhand, the Central Govemment in consultation with the State Government of Uttarakhand, hereby constitutes the SEAC, Uttarakhand comprising of the following Members, namely: - i Shri Shailendra Singh Bist, Chairman; Madhu Vatika, Nursery Road, Shrinagar, Garhwal, Pin-246174, 309, 8 Civil Lines, New Hardwar Road, Near Induslnd Bank, Roorkee-247667, Uttarakhand, iii. Dr. Ashutosh Gautam, Member; F-203, The Capital, Sahastradhara Road, Dehradun Bank Colony Jaunpur, Kotdwar, Pauri Garhwal, V. Joint Director, State Environment, Conservation and Climate Change Member -Secretary. Directorate, Uttarakhand 6. The Chairman and Members of the SEAC, Uttarakhand shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 7. In order to avoid any conflict of interest, - (i) the Chairman and Members of the Authority, Uttarakhand and SEAC, Uttarakhand- (a) shall declare to which consulting organisation they have been associated with and also the project proponents; (b) shall not undertake any consultation or associate with preparation of Environment Impact Assessment (EIA) and Environment Management Plan for a project, which is to be appraised by the Authority, Uttarakhand and the SEAC, Uttarakhand during their tenure; and (ii) if in the past five years, the Chairman or any of the Members of the Authority, Uttarakhand and SEAC, Uttarakhand have provided consultancy services or conducted EIA studies for any project proponent, in that event they shall recuse themselves from the meetings of the Authority, Uttarakhand and SEAC, Uttarakhand in the process of appraisal of any project being proposed by such proponents. 8. The SEAC, Uttarakhand shall exercise such powers and follow such procedures as enumerated in the said notification. 9. The SEAC, Uttarakhand shall function on the principle of collective responsibility and the Chairman shall endeavour to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail. 10. The State Government of Uttarakhand shall notify an agency to act as Secretariat for the Authority, Uttarakhand and the SEAC, Uttarakhand and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all its statutory functions. 11. The sitting fees, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Uttarakhand and the Chairman and Members of the SEAC, Uttarakhand shall be paid in accordance with the existing rules of the State Government of Uttarakhand.
