The Central Government hereby prohibits the entry of any ship into ~d passage through the designated areas as declared in paragraph 1above, expect the Indian Naval Ships and the Coast Guard Ships. 3. The prohibition in paragraph 2 shall not apply to a ship: (a) engaged or about to be engaged in the repair of any submarine cable or pipe line in or adjacent to the said designated areas; (b) engagedin-- (i) services for, (ii) inspection under the authority of a Government or Department, or (ill) the transportation of persons or goods to or from, an installation in the said designated areas; (c) e~gaged in duties relating to the safety of navigation under the authority of the Ministry of Transport; (d) carrying out movement with a view to saving or attempting to save life or property at sea.
