(b) The Council shall seek recommendations from the concerned State Government on . the viabil ity of the applications received for starting new technical instituticns. (c) The State Govb, while forwarding the recommendations on the viabil ity of the applications, shall provide reasons and justif ication to substantiate their stand and do so by the date stipulated by the council from time to time. (d) The recommendations of the concerned State Government shall be taken into consideration, among various other relevant factors, including the demand and requirement of the technical .ducational facil i t ies in respective states, before issuing a "Letter of Intent" for establishment of new technical institutions. (e) No application shall be rejected unless the applicant has been given a reasonable opportunity of being heard in the matter and the grounds for rejection shall be duly communicated to the concern'ed Institution. (fl The Letter of Intent shall be valid for a maximum period of 3 years, during which the Institution'shall complete all requirements as per the Norms & Standards and conditions as decided by the Council from time to time. (g) The applicant institution, for which a Letter of Intent was issued shall be required to make an applica+iqn to the Council for making an inspection, on being ready. (h) The Council shall verify the availability of infrastructure and other facilities provided by the applicant TrusV Society through an Inspection Committee it the cost of the applicant and grant "letter of approval" for establishment of new technical institution only on fulf i l lm'nt of ncrms & standards and conditions prescribed by the Council from time to time. (i) In cases where approval is denied for non-fulf i l lment of norms, & standards and conditions as may be stipulated by the Council, grounds of denial shall be communicated to the concerned institutions.
