EXTRAORDINARY PUBLISHED BY AUTHORITY No. 3751] NEW DELHI, FRIDAY, NOVEMBER 27, 2020/AGRAHAYANA 6, 1942 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 26th November, 2020 S.O. 4256(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O.1533(E), dated the 14 th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Goa (hereinafter referred to as the Authority, Goa) comprising of the following Members, namely: - 1. Prof. Suhas Jagannath Godse, House Number 525, Saket, Vodlem Bhat, Chairman; Ex Chief Electric Engineer, Nr Chowgule College, Gogol, Fatorda, Goa Member; 3. Director (Environment) Secretary. 2. The Chairman and Members of the Authority, Goa shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 3. The Authority, Goa shall exercise such powers and follow such procedures as specified in the said notification. 4. The Authority, Goa shall take its decision on the recommendations of the State Level Expert Appraisal Committee (SEAC) constituted under paragraph 5 of this Notification for the State of Goa. 5. For the purpose of assisting the Authority, Goa, the Central Government in consultation with the State Government of Goa, hereby constitutes the State Level Expert Appraisal Committee (SEAC) (hereinafter referred to as SEAC, Goa) comprising of the following Members, namely: - 1. Shri Gautam Vikas Desai, #4 Sapana Sunshine Chairman; Mechanical Engineer, Goa College of Engineering, Farmagudi, Goa House Number 213, Opp Bhagwati Temple, Dhawali, Ponda, Goa Member; Associate Professor and Head of Department of Zoology, Ponda Education Society’s College, Ponda 15-B, Shree Sharda Co-op HSG Society, Behind Hotel Venkatesh Leela, Xemetimb, Bandora, Ponda, Goa Member; Ex-Director, Animal Husbandry & Veterinary Services, Government of Goa, Member; Head of Department, Humanities & Science, Government Polytechnic, Panaji AF-Parrikar Hill Residancy, Khorlim, Mapusa, Bardez, Goa - 403507 Member; Department of Marine Science, Goa University, Taleigao Plateau, Goa 7017, Shree Vimaleshwar Krupa, Behind Chinmay Mission Ashram, Gogol, Margao, Goa-403601 Member; 7 Shri Mahesh K. The Chairman and Members of SEAC, Goa shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 7. The SEAC, Goa shall exercise such powers and follow such procedures as specified in the said notification. 8. The SEAC, Goa shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail. 9. In order to avoid any conflict of interest,- (a) the Chairman and Members of the Authority, Goa and SEAC, Goa shall declare to which consulting organisation they have been associated with and also the project proponents; (b) they shall not undertake any consultation or associate with preparation of Environment Impact Assessment (EIA) and Environment Management Plan for a project, which is to be appraised by the Authority, Goa and SEAC, Goa during their tenure; and (c) if in the past five years, the Chairman or any of the Members of the Authority, Goa and SEAC, Goa have provided consultancy services or conducted EIA studies for any project proponent, in that event they shall recuse themselves from the meetings of the Authority, Goa and SEAC, Goa in the process of appraisal of any project being proposed by such proponents. 10. The Government of Goa shall notify an agency to act as Secretariat for the Authority, Goa and SEAC, Goa and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all its statutory functions. 11. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Goa and SEAC, Goa shall be paid as per the rules of the State Government of Goa.
